Place oil into a deep sauté pan or large pot. For approximately 2-3 minutes on medium-high heat, cook meat crumbles until oil has fully coated it and crumbles have been heated.
Pour milk, water, seasonings and pasta into pot and bring to a boil. Once brought to a boil, cook uncovered for 15-20 minutes; stirring occasionally. Ensure that pasta is cooked and majority of liquid has been absorbed.
Turn down heat to medium and stir in half of shredded cheese. After cheese has been combined and melted, stir in the remaining cheese and serve.
